Nyokum Yullo celebrated at Raga

ITANAGAR, Mar 3: Nyokum Yullo, the major festival of the Nyishi community was celebrated with traditional fervor at Raga on February 26.

Attending the festival, All Nyishi Students Union president Sikka Gapak  called upon the students community to devote in their study for excellent academic career and also urged the general people to keep vigil on implementation of the developmental schemes in their area. Gapak also praised the festival celebration committee for their endeavor to promote time-tested tradition and culture of the community.

In her address Arunachal Pradesh State Social Welfare Board chairperson Marina Nido called upon the younger generation  to become torch bearer of the society. She also appealed to the women of the area  to shoulder responsibility for all round development of the society.

Parliamentary secretary, PHE, Karikho Kri, in his address assured the common pubic of Raga area to solve the drinking water problem. He also lauded the general people of the area  for preserving own culture and tradition.  On behalf of  the Nyokum Yullo celebration committee Sonam Maga Tal  expressed gratitude to all those who have extend cooperation for smooth celebration of the festival.

 

Free coaching

ITANAGAR, Mar 3: A  UGC sponsored free coaching for entry to BPO, SSC, CDS, bank clerical examinations etc for Scheduled Tribes, Scheduled Caste and Minorities commenced at Rajiv Gandhi University today.

Inaugurating the programme, RGU Registrar Dr. Tomo Riba advised the students to avail the opportunity provided by the university under UGC schemes.

Nani Tamang Jose, the coordinator, briefed the UGC sponsored scheme and the programme schedule for the classes.

Dr. O Moyong, Asstt. Professor. Dept. of Commerce initiated the opening session of the class with problem identification and objective of the classes.

 

Skill dev. training

ITANAGAR, Mar 3: A  42-days training on tailoring cum skill development programme was conducted by Mangha Welfare Society (MWS) at Bameng under East Kameng district from January 12.

The training mainly aimed at equipping the unemployed youth and self-help group (SHG) members with necessary skills, ideas and other knowledge required for venturing into self-employment activities. Out of 25 trainees 24 have completed the training programme.

Attending the valedictory function, Dr. Subhas Debnath, medical officer of Bameng PHC distributed course completion certificates to the all successful trainees.

 

Mopin in Capital

ITANAGAR, Mar 3: The air of festivity is gripping state capital. After Nyokum and statehood day celebration, now resident of the Capital is gearing up for Mopin celebration. Setting the stage for grand celebration today Galo students and faculties of Dera Natung Government College celebrated Pre-Mopin with much traditional gaiety. Students from other tribes were also part of the celebration.

On the occasion All Arunachal Pradesh Students Union (AAPSU) president Takam Tatung and general secretary Tojum Poyom joined the celebration.

While addressing the gathering AAPSU President said that the youths of present days are becoming indisciplined which is a matter of concern for everyone. Further he discouraged the money culture in student union election and requested student communities to refrain from asking money during election. AAPSU General Secretary also spoke on the occasion.

 

CM’s mother’s death condoled

ITANAGAR, Mar 3: All India Rajeev Gandhi Vichar Manch International (AIRGVMI), Arunachal Pradesh expressed deep shock over sudden demise of Nabam Maga, mother of Chief Minister Nabam Tuki. In a condolence meeting, the members and office bearers of AIRGVMI observed two minutes silence as a mark of respect to the departed soul.

“May her soul rest in peace in heavenly abode,” said AIRGVMI while sharing its grief with the bereaved family to bear the irreparable loss.

In his condolence message, the Nationalist Congress Party state unit vice-president Tad Tana described Maga’s death as a great loss for the people of the Sagalee area. The party leaders observed 2 minutes silence and prayed to almighty for eternal peace of the departed soul. They conveyed heartfelt condolence to the bereaved family.

All Arunachal Pradesh Agriculture-Horticulture Dealership Registered Tribal Contractor Association also condoled the death of Maga.

 

State level training programme on organic farming

PASIGHAT,  Mar 3: A  six days training programme on “Organic Farming and Soil Testing-Tools for Sustainable Agriculture” organized for the officers of horticulture, agriculture and forest departments, ATMA and KVKs by department of Natural Resource Management, College of Horticulture and Forestry, Pasighat concluded here today.

Altogether, 17 officers and officials from various line departments and East Siang district KVK and KVK, Khawzawl, Mizoram participated in the training.

K M Singh, Associate Professor (Entomology),  Dr. P. Debnath, Associate Prof. (Soil Science),  Dr. TS Mehra were the resource persons of the training which was conducted in two session -- theory and laboratory practical.

Attending the valedictory function, Dr B N Hazarika, Dean, College of Horticulture and Forestry interacted with the participants and also distributed certificates to them. Dr. P Debnath, course coordinator highlighted of the topic covered during the training.

 

Strengthen capital police: ANYA

ITANAGAR, Mar 3: All Nyishi Youth Association (ANYA) today appealed to the state Govt to deploy adequate police forces in all police stations  within Capital Complex in order to prevent rising number of criminal cases.

In a letter addressed to the Chief Minister, the Association further demanded the state Govt to strengthen the police forces  with modern equipments to prevent all kind of criminal activities in the capital.

Stating  that shortage of  vehicles in various police stations including at Banderdewa, Nirjuli, Naharlagun and Itanagar has hampered effective policing and crime prevention, it appealed to the CM to provide adequate vehicles in all the police stations.

 

Incentive for budding wrestler

ITANAGAR, Mar 3: Budding wrestler of the state Dada Riba was awarded cash incentive of Rs. One lakh by the state government as a token of encouragement today. The incentive was handed over to Riba at Capital Complex DC’s office, Naharlagun today.

Riba, who is presently undergoing training at Army Sports Institute Pune, was the champion of the national sub-junior wresting championship held at Chennai last year. He also represented India at Sub-junior Asian Wrestling Championship at Thailand and Sub-Junior World Cadet Championship at Hungary in 2011.

He is the son of Girak Riba of new Riba village under Dumporji circle of Upper Subansiri district.

 

New village inaugurated

RUKSIN, Mar 3: East Siang Deputy Commissioner Talem Tapok today inaugurated  a new village - Tojo, situated at tiny hamlet near the Old Deka village under Seren circle.

Assuring to include the newly established village in the survey list, the DC urged the villagers to keep close coordination with the administration for speedy development of the area.

Addressing the people on the occasion, Nari-Koyu MLA Tako Dabii urged the PRI members to prepare need based schemes for benefit of  the villagers and assured them to provide communication and other facilities.

The local leaders led by Tojam Doye handed over a memorandum to the MLA demanding construction of link road, water and power supply to the village, besides establishment of an educational institution in the area.

The Dekapam and Seren areas near the Arunachal-Assam boundary under Nari subdivision needs special attention from the state government. But no visible  efforts  were made for development of border areas during  last many decades.

Participating in the programme, the local Gaon Burahs stressed  on  cordial relation between the people residing in both sides of the boundary.

 

Awareness prog. for SHGs

ITANAGAR, Mar 3: Sagalee Sub-division SHG Federation conducted an awareness programme for the SHGs at Leporiang and Parang circles to educate the members about the importance of maintaining discipline and unity among group members and the need of improving socio-economic status of rural women by involving them in SHG activities.

The executive committee members of the Federation attended the programme as resource persons.

Sona, Tapak to attend Westminister prog

ITANAGAR, Mar 3: Parliamentary secretary (Tourism) Passang Dorjee Sona and M Lasa, secretary Arunachal Pradesh Legislative Assembly have been nominated to attend the 61st Westminister seminar at CPA headquarter, London, United Kingdom while T Tapak, MLA cum chairman (PAC) and Kago Habung, additional secretary Arunachal Pradesh Legislative Assembly would attend the 2nd Westminister workshop on public accounts committee (PAC) at the same venue.

The CPA branch, UK is hosting the 61st Westminister Seminar from March 4 to 10 and the 2nd Westminister workshop on PAC from March 11 to 15.

The aim of the Westminister seminar is to enhance capacity of parliamentarians and legislative officers to work more effectively in their legislators. Likewise, the aim of the Westminister workshop on PAC is to enhance the capacity and effectiveness of members, officers and clerks.

Three charred to death at Nirjuli

ITANAGAR, Mar 3: Two minor boys and their mother were charred to death in a gruesome fire accident that broke out in a semi traditional house near Veterinary department’s livestock farm at Nirjuli here this morning.

 According to police, the victims were burnt beyond the recognition. However, they were identified as Yalek Yoka Heche, 26, wife of Tamar Yoka  from Upper Subansiri district and her two minor sons Tadam Yoka Heche (4) and Takam Yoka Heche (2). The house was completely gutted down to ashes with all properties and belongings. Police further added that the tragic fire accident might have broken out around 3:30 am in the morning; however it claimed they got information by 4:00 am.

“By the time we reached the spot around 4:30 am, the house was completely gutted down, said OC Nirjuli PS. He further said that the reason behind the accident is yet to be ascertained by the police.  

 A case has been registered at Naharlagun police station and matter is under investigation. The forensic report is also awaited.

MLA Takar Marde has appealed to the government to extend ex-gratia to the next of the kin of the deceased.

While expressing shock at the tragedy, he said that all help must be extended to the bereaved family members.   

Heche Welfare Society and Topo Heche Welfare Society, Dumporijo and Kara Welfare Society, Baririjo, Upper Subansiri have urged the local MLA, Capital Complex and the State Government to immediately provide relief to the husband, the lone surviving  member of the unfortunate family. The Heche Family also extended the gratefulness to all the concerned who came to help during the time of sorrow and grief.

Expressing its deep shock at the tragic accident, Galo Students Union (GSU) today demanded the authority to set up an inquiry committee to ascertain the cause of  fire. The union also urged government to provide immediate relief to the aggrieved family members.

This is second major fire accident in terms of human casualty that have occurred in the state after Palin fire accident in February 10, 2010, where 10 children were burnt  to death.

 

 

One dies in road mishap

ITANAGAR, Mar 3:  A driver identified as Ibom Singh was killed on the spot when a truck bearing registration no, AR01E-2953 fell into a deep gorge near BRTF camp along national highway 52A between Itanagar and Naharlagun here today.

According to Itanagar police, the mishap occurred around 1 pm when the ill fated truck was going to Naharlagun from here.  Handyman of the vehicle Nabam Takik, who sustained injury, was rushed to RK Mission hospital, police added. SP Hibu Tamang informed this daily that an unnatural death case was registered with Itanagar police station and the deceased’s body was handed over to his family.

 

 

Upper Siang under Opium grip

PASIGHAT, Mar 3: Cultivation of opium in Siang belt and subsequent addiction to the drug is a cause of  serious concern, particularly in Upper Siang as it is becoming a major impediment in socio-economic growth.

Opium is produced in large scale in Sumsing, Damro, Adi-Pasi and Mariyang areas in Upper Siang which are later circulated to other parts of the district and East Siang. Villagers are engaged in rampant farming of opium in these areas; from kitchen gardens to far-off fields.

The outcome of these massive cultivation is growing number of opium addicts in the villages under Katan, Mariyang and Mopom circles in Upper Siang. The detrimental practice has also gripped  Pongging, Jeru, Sibum, Padu and Sili villages and is gradually spreading to Pasighat town, Mebo area and even to Oyan, Ngorlung, Rayang villages under Ruksin circle. A large section of young people have reportedly fallen under the fatal drug and are spoiling the most formative years of their lives.

The increasing trend of opium abuse in Adi community is now causing concern among the conscious citizens, who have called for  concerted efforts to whip out the social menace.

The Mariyang-Geku MLA JK Panggeng observes that detrimental practice of opium intake now has become a social menace and it is an impending danger to the Adis.

Yingkiong ADC Rajesh Panyang has exhorted the youths and student communities to work for eradication of opium practices, while the ‘Adi Bane Kebang’ secretary Nyung Paloh stressed on a strategic plan to fight the menace.

“Opium is deeply rooted in our society. About 90 percent villagers in Pongging, Jeru, Sibum and Silli in Upper Siang are addicted with this drug. Our movement against opium abuse is faced with a big challenge as our attempts have been foiled in the face of protest from a strong section of our own community,” rued Alum Taku, the chairman of ‘Panggi Welfare Society’.

It is said that opium cultivation is basically practised by rural poor and destitute as it yields a profitable income for them.

Traditionally, the use of opium among the Adis was restricted to medicinal purposes. However with changing time, the use gradually diminished only to raise its ugly head.

Now, the onus is on the policy makers and organizations among the Adis to ensure that opium cultivation is restricted. Instead, propagation of horticulture and other marketable cash crops in place of opium is need of hour.  It is worth mentioning that a joint team of officials from Institute of Narcotics Study and Analysis (INSA) and Central Narcotics Control department recently conducted a survey on opium cultivation and drug abuse in the State which indicated an alarming situation particularly in the districts of Lohit, Anjaw, Lower Dibang Valley, Changlang and Upper Siang districts.

The director of Narcotics Control, RN Srivastava had suggested the state government  to place a comprehensive proposal before the central government. The suggestions includes creation of alternative means of household income, establishment of de-addiction centre and conducting research based analysis on the development of current policies concerning opium.

 

 

The Nagas in Arunachal

ITANAGAR, Mar 3: In a new development which may not go down well with people of Arunachal, Naga Students Federation of Changlang District (NSFCD) was formed on  February 18 with selection of its office bearers after a daylong meeting at Changlang town. The newly formed NSFCD is the unit of Naga Students Federation, the apex student organization of Nagaland, advocating the cause of Naga people. This development is happening after the last year’s news about entry of Naga People Front (NPF), a Nagaland based political party, into Tirap and Changlang district. Various NGOs, political parties and student body led by AAPSU have been bitterly opposing the move of NPF entry into Arunachal.

It is believed NSFCD has been formed with the support of NPF Arunachal unit. The various Naga rebel groups claim Tirap and Changlang district as part of the greater Nagalim. The greater Nagalim idea is strongly opposed by people of Arunachal Pradesh and that is reason why NPF entry into Tirap and Changlang is strongly resented by Arunachalees.

However in an exclusive chat with this journalist over telephone, NPF Arunachal unit general secretary Happa Taidong clarified that his party will work for the cause of entire Arunachal irrespective of tribe and region.

“Few political parties who feel threatened by our party are spreading false propaganda against us. We are not one tribe or community centric party. In fact our party is open to every Arunachalee. We will work for the interest of Arunachal people,” said Happa Taidong. On the topic of NPF working solely for the cause of Naga people of Nagaland state, Taidong said people of Tirap and Changlang are also Naga as per Constitution.

“In our ST certificates we have been certified as Naga as per Indian Constitution. Right from the year 1960 when tribe recognization process was started by central government, people of the two districts have been known as Naga. We are Arunachalee Naga and, therefore, we have every right to form NPF Arunachal unit for cause of Arunachal Naga,” added Taidong.

He also trashed fear that Nagaland based rebel groups will use NPF for territorial gain.

“It is for the central government to decide on the issue of greater Nagalim. Ours is a political party and basically we are going to oppose wrong policy of Congress government in  Arunachal. In fact Congress party is the root cause of all the problems being faced by people of Tirap and Changlang. NPF has no interest in territorial issues,” said Taidong.

 The sudden sprout in activities of Nagaland based organizations like NPF and NSF inside Arunachal territory has set alarm bell ringing in political and social circle of state. Though majority of Arunachalees are deeply worried over this new development, the local residents of Tirap and Changlang thinks different way.

“Most of these so-called Naga representatives especially NPF has no standing in the two district. People of two districts strictly maintain distance from these groups and only handful of people is associated with them,” said a resident of Tirap. Further he added, “Some disgruntled politicians are using these groups to settle score with their rivals. These politically motivated steps will have long term impact on our society. It’s important that people realize this soon and carry out rectification.”

NPF Arunachal unit and NSFCD might claim that Constitution of India gives them freedom to carry out their activities without being obstructed but they should not forget that usage of word ‘Naga’ is not a simple matter especially when it comes to Arunachal-Nagaland relation.

 

 

All out efforts to promote tea & rubber cultivation

ITANAGAR, Mar 3:  State  Govt has made all out efforts to promote tea and rubber cultivation during 12th Five Year Plan, said Parliamentary secretary, trade and commerce, Phosum Khimhun while addressing a one-day awareness drive on tea cultivation organized by the department of Trade  and  Commerce, GoAP  in collaboration with the Tea Board of India, Guwahati at Balijan, Papum Pare district today.

Informing that state Govt had decided to extend all kind  of supports to the tea and rubber planters in the state, Khimhun said he would take up the issue of environmental clearance (NOC) from the Union Ministry of Environment  and  Forests which is mandatory for tea planters for availing subsidy assistance from the Tea Board.  He further informed that state Governor  and  Chief Minister  have taken  initiatives in this regard. Emphasizing on setting up of tea factory by the tea growers with the help of  Tea Board for smooth marketing of the tea, particularly, green tea, the Parliamentary secretary appreciated the efforts of All Arunachal Pradesh Small Tea Growers’ Association to popularize tea cultivation among the educated unemployed youths.

Though agriculture plays an important role in enhancing the economy of the state and its people, cultivation of tea, known as the green-gold assumes significance  as another milestone to boost state coffer as well as to create employment opportunity for large number  of youths of the state, said Trade  and  Commerce Tokong Pertin.

Highlighting the activities of Tea Board of India and Tea Research Institute in disseminating knowledge to the farmers about technical know-how on tea plantation, he said organic tea farming should be encouraged in the state as it has a huge demand world-wide.   Stressing on extensive research to ascertain the quality of tea in the state,  he also stressed on mass awareness among the farmers on the need of tea cultivation and  advocated for  all kind of assistance  from the department concerned and other agencies for farmers.

While responding to the queries of the growers, Tea Board (development) deputy director from Tezpur R.L. Baishya   said Tea Board will provide necessary assistance for setting-up of Tea factory in feasible locations if such proposals come up from the state.

Dr. S. Baishya, Advisor, TRA, Tezpur gave a field demonstration on tea plantation, pruning and maintenance of tea sapling.

Balijan EAC Tayi Taggu also spoke on the occasion.

Highlighting the problems of tea growers, AAPSTGA President Tadak Gab and local tea growers informed that most of the tea growers in the area could not register their gardens with the Tea Board of India as they have no environmental clearance certificate for tea plantation.  

 

 

Parents, students seek govt. intervention

ITANAGAR, Mar 3:  Even though the state Govt had assured the Arunachalee students studying in various educational institutes in Karnataka to take up their security issue that arose after Thursday incident with Karnataka Govt, there is still fear and a feeling of insecurity among the students. According to sources from Bangalore, neither the college authority nor the Karnataka government provided security to the students. The students are seeking the Arunachal Prdesh  government’s immediate intervention in the matter for the safety of around 55 Arunachalee students who were assaulted by local mob on Thursday night. The students are reportedly not attending classes fearing another possible attack.  

A delegation of parents and Arunachal Pradesh Scheduled Tribe Students Union (APSTSU) headed by its president  Meje Taku called on Governor and sought the state government’s immediate   intervention in the matter. It appealed to the state Govt take up the matter with its Karnataka  counterpart for finding a solution to the matter. The parents strongly stated that if anything unwanted happens to any student in Karnataka, the government will be held responsible.

 APSTSU disclosed that the Chief Secretary had agreed to constitute a fact finding to unearth the truth behind the ugly incident.

 

 

Adventure trail at Anjaw

ITANAGAR, Mar 3: Arunachal Adventure Trail ‘Youth to the Edge’ started at Khupa near Hayuliang, Anjaw district yesterday. The programme was inaugurated by Deputy Commissioner, C.S. Jeinow and was attended, among others, by C.K. Mein, Superintendent of Police and other officials from various departments.  

While inaugurating the event, DC advised the participants, who are all NSS volunteers, to explore natural beauty and rich culture of Arunachal. He also advised the youths to avail the opportunity of such adventure programme for the promotion and preservation of rich culture, tradition and flora and fauna of the state. Further, he also highlighted the tourism and adventure sports potentials of the district. The adventure trail is being organized with the theme  “Adventure to the paradise unexplored” and is being sponsored by  DoNER ministry.

 The first batch of participants comprises NSS volunteers from Delhi University, Jamia Milia Islamia University and from Nagaland. The programme will continue up to May.

 In the inaugural programme, Everester Anshu Jamsenpa was facilitated by District Administration with an objective to encourage the youths of the country in adventure activities.

Trekking, Rock Climbing, Rappelling, Camp Discipline, Village Trails, Rope Knotting, Tent Pitch, Awareness on Search and Rescue will be part of the programme.

 

 

AP victim compensation scheme 2011: A major achievement in criminal justice system

In our country, the criminal justice system is regulated by an exhaustive and comprehensive code known as Code of Criminal Procedure enacted in 1973 which initially repealed the old and outdated 1898 code enacted.

On bare perusal of the code in section 357 provides that in cases where the court imposes a fine along with the sentences upon the accused, certain proceeds of the fines could be directed to be incurred for defraying the expenses of the prosecution in the cases or the payment as compensation for the loss or injury to the victim, which provided some sort of relief to the affected persons and which appeared to be in a way of some sorts of compensatory justice.

With the concept of a welfare state emerging in the 80s, and the violation rights to life and personal liberty of a citizen were being on the higher side by both the state authorities and people in guise of rape, acid attacks, causing mental trauma and injuries and human trafficking, the courts in India especially the Supreme court of India delivered path breaking judgments in this regards, mention is made of  the cases of Delhi Domestic Working Women’s Forum vs Union of India & Ors in WP(Crl) no.362/93, wherein the Apex Court directed the National Commission for Women to evolve a scheme for relief and rehabilitation of Victims of Rape and there was a need to set up a criminal injuries Compensation Board in district, state and national level and in pursuance to which the NCW sent the scheme to the Union Govt in 1995. However the scheme never materialized and was kept in backburner.

It is pertinent to refer here that the concept of compensation to the victims of a crimes has long been associated with the tribal ethos and culture and the administration of justice and the same is also given  a legal sanction in the Assam Frontier Regulation of 1945, where the village authority could levy fines as compensation in all matters brought before it for adjudication.

The Central Govt in 2008 enacted a legislation wherein a new amendment was brought  in the form of The Code of Criminal Procedure (Amendment) Act,2008(Act no.5 of 2009) inserting a new section namely 357A to the code, which for the Ist time in the administration of criminal justice system  the change in the concept of the governance wherein social responsibility  and the welfare state obligations began to be of prime importance, wherein the state govt in consultation with the central Govt was mandated to frame a scheme to fund or compensate any victims or his dependents or rehabilitate them on account of their suffering loss or injury as a result of crimes committed on them through the institutions of legal services authority in every state.

Situated thus, the state government as required under the law has recently framed a scheme namely Arunachal Pradesh Victim Compensation Scheme,2011 and the same has been notified vide memo no.HMB (B) 37/97 dtd 24th January,2012 wherein among others the rates of compensation payable to the victims are shown and the procedures to claim and the relevant authority to decide the compensation  are provided. Some of the salient features of the scheme are discussed below:

1. Constitution of Fund: The scheme authorizes the state govt to constitute a fund namely AP victim Compensation fund which shall defray all expenses or compensation as ordered by the AP State Legal Services Authority for  which amounts in the state budget shall be made from time to time.

2. Eligibility for compensation: One of the essential requirements of the scheme is that the victims or his dependents in order to be eligible for compensation under this scheme is that he or she must not have availed or received any compensation/grants from the Govt and that such injuries or the loss sustained must have caused substantial loss to the family income and which cannot be overcome except by such reimbursement. The scheme has another provision where the compensation could be reviewed by the courts with a higher amount as allowed under sub-section 4 of sec 357A.

3. Procedure for grant of compensation under the scheme:The scheme provides that a victim or his dependents after filing an FIR apply for compensation in the specified format to the area SP or to the Judicial Magistrate, who would then forward the same to the District Legal Services Authority for consideration of the claims and thereafter the District Legal Services Authority would then submit their recommendations to the AP State Legal Services Authority for their final assessments and grant of the final award. The scheme also provides that the State Legal Services Authority shall fix the amount of compensation within a period of 30 days or more.

4. Recovery of compensation from the accused. The scheme provides a clause that in cases of the court order directing the perpetrator of the crime to compensate the victim or that he should pay a higher rate, the state legal services authority would be the competent authority to realize the same.

5. Period of filing claims:

The scheme provides that any victim or his dependents shall file any claims for any injuries sustained in a crime committed against her within a period of one year from the date of the occurrence, which could be extended on bonafide reasons at the discretion of District Legal Services Authority.

The victim compensation scheme as provided in the AP Victim Compensation scheme is as follows:

Status in NE India:

The scenario in the case of the status of implementation of the scheme in the north east India  presents balanced  picture as except Arunachal Pradesh, Mizoram, Sikkim, Meghalaya and Manipur have framed and notified the scheme, whereas Assam, Tripura and Nagaland have not framed any such scheme as required under the amended provisions of the criminal code. Recently the govt of Assam had to face the ire of the court when during the course of hearing before the Div. Bench in Crl Appeal no.25/2010 & 46/2011 comprising of the CJ  and a judge of the Gauhati High Court, it was brought to the notice of the court, that no such scheme as required under the law was framed while directing the state to frame and notify the scheme at the earliest. On a comparative analysis of the various schemes of the Govt of Punjab, Bihar and other NE states, the rates of compensation offered by the govt of AP is around Rs Two Lacs for loss of life ,while the rest states provides Rs 1 Lacs only.

Thus, from the above discussions, it amply clear that the state is a frontrunner in the frame of such scheme as mandated by the law and also generous in providing a succor and relief to any persons who are victims of any crimes committed upon them by the criminals and which is a true  picture of the govt theme  ‘PEOPLES FIRST’ ,and which would go a long way in the annals of history in criminal justice system in our state.

Promote and protect culture: Pema

State Level Folk Dance Festival

YINGKIONG, Mar 3: Tourism Minister Pema Khandu appealed to the people of the state to preserve, promote and protect their rich culture and traditions adapting it with the modern changing scenario to keep their identity strong and intact.

“Our people, especially the young generation need to practice age-old culture so that they are preserved for the future generations,” Pema said while addressing the mammoth gathering at State level Folk Dance Festival at Tuting, Upper Siang district today.

Describing the vast tourism potential of the state, Pema encouraged people on Public Private Partnership (PPP) model for development of tourism sector.

He advised the respective Deputy Commissioners to prepare master plan   for submission  to  the Central Govt for necessary fund for tourism development.

The Minister announced fund for construction of security fencing for Gompa at Tuting. He also visited the on-going construction of road from Zido to Ngamying under PMGSY programme. He informed that new proposal for road up to Mankota under PMGSY has already been initiated. He asked the SE,EE (RWD) to prepare a plan and submit estimate for construction of a tourist lodge at Mossing, the middle place between Tuting and Yingkiong. He also visited the ongoing tourist lodge at Yingkiong and asked the executing agency and contractor to complete the building on time.

Earlier, MP Ninong Ering expressed grave concern over the deplorable and sub- standard road condition from Dite-Dime to Tuting and Gelling constructed by GREF /BRO. The basic infrastructure for development of remote places like Tuting bordering China was the road communication, he said and assured to take up the matter with the concern authority at the Center and Parliament for widening and black carpeting of the road at the earliest.

Seeing the scenic beauty of the boarder town, The MP said that Tuting should be made a model town to make it attractive place of tourist interest. Ering also encouraged the local people for taking up agri/horti activities for self-employment.

Local MLA Alo Libang and DC Liyon Borang also spoke on the occasion. Later they visited the food stalls put up by different tribes and sub-groups.

In the evening folk dances were presented by different tribes and groups coming from different districts and areas of the state.Villagers of Gelling, Singa, Palling, Migging circles under Tuting sub division thronged the small and remote town with enthusiasm to witness the cultural presentations.DIPRO

 

 

Week-long awareness prog on TSC ends

ITANAGAR, Mar 3: The week-long Information Education Communication (IEC) awareness programme on Total Sanitation Campaign (TSC) under Kimin circle concluded at Community Hall, Upper Sheer Panchayat yesterday.  Several villages under Kimin circle were covered under the programme which was organized by E.E, District Water Sanitation Committee (DWSC) under PHE department Papum Pare in collaboration with N.N. Charitable Society (NNCS), Langper, Sagalee and Rural Development and Heritage Society (RDHS) Sangram from Feb 25 to March 2.

Addressing the valedictory function Kimin ZPM Bamang Yayu  appealed to the villagers to use individual latrine and maintain good health.

In her address, Kimin EAC  S Lowang, urged upon the every hosue owners to construct latrine under  Individual House Hold Latrine programme. She requested the Panchayat leaders, NGOs and the agency to ensure successful implementation of the  IHHL programme. NNCS chairman Nangbia Amar Dui explained the aim of objective of such awareness programme, while  chairman of the RDHS Tamchi Niania spoke about the need of maintaining health and hygiene.
